Reconsider the iso-codes dependency

With MSYS2 on MS Windows the mingw-w64-x86_64-iso-codes
package takes approximately 35 MB.
Using the iso-codes in gspell requires to parse the XML files, which is not super convenient.
MS Windows provides an equivalent native API, which permits to get rid of the iso-codes dependency on that platform. But having several, different implementations is not great, it would be better to only have one implementation in gspell.
Maybe the ICU project also provides the same feature, I will investigate if using the ICU would be easier and would improve the situation on Windows. Tepl and other GNOME projects already depend on the ICU.
