WIP: schemas: add privacy settings for USB keyboards protection

Ludovico de Nittis requested to merge denittis/gsettings-desktop-schemas:usb_kb_protection into master

This is related to GNOME Control Center MR gnome-control-center!462 (closed) and to Mutter MR mutter!550 (closed).

If keyboard-protection is enabled, new keyboards will not be able to issue dangerous keys (ctrl, alt, meta, function keys) until they are manually authorized.
