Time format for United States incorrectly uses 24 hour format

Bug summary
I noticed on a fresh install that although I had selected United States as my region, that the time format used in the shell is 24 hours.
Steps to reproduce
- Install GNOME
- Ensure you are using United States as region
- Check the clock in the shell
What happened
GNOME Shell uses the 24 hour clock, so the time now shows as 18:13.
What did you expect to happen
I expect to see 6:13 PM.
If you look at the "Times" format in the formats dialog, you can see that GNOME knows that the time should be shown as AM/PM, but the preference is not set correctly on install.
