data labels : bad interaction between position and orientaion

Observed behavior: See attachment.
The data labels appear to be rotated around the midpoint of the text.
Define an anchor point
Initially set the anchor point to the X,Y coordinates of the data point.
Shift the anchor point according to the specified Offset option.
Rotate things, using the anchor point as the /fixed point/ of the rotation.
Plot the data label so that the text sits on the anchor point. The text should be flushed-left/centered/flushed-right (along its rotated baseline) as specified by the Position option.
