External references only work between open workbooks

Description

Please describe the problem: With two books (Book1 and Book2) open, it is possible to reference from one to the other -- e.g. have a cell in Book1 with formula '=[Book2.gnumeric]Sheet1!A1' that resolves correctly.

Close Book2 however, and the formula is clobbered with #REF...
