Update Help->Report a problem

Hi,

I have 1.12.43 on Debian. Help->Report a problems links to bugzilla.gnome.org/enter_bug.cgi?product=Gnumeric (which however changes automatically to the new address), instead of the new address https://gitlab.gnome.org/GNOME/gnumeric/issues/new.
