- Improve generation for accounting formats.

Ensure that paste destination is a single region that is either a single
cell or the same size & shape as the source.

the logic in there is crufty and will need to be rethought
when there is time.

There is also an implementation of a pseudo-tooltip to display the location
of the new region.  It is disabled due to a GtkLayout bug.

Still to do, accounting, and currency symbols.

- Fix use of uninitialized memory.

- Fix some bounds problems with borders that will be deleted.

Update website,
correct misinformation in features,
Add missing versions to NEWS.

Fixup selection_unique.
