Harmonize common user documentation pages

Description
Currently we reinvent the wheel for some standard topic that every package's documentation can or should have, making translators waste time.
Topics (not necessarily complete):
- License (e.g. http://library.gnome.org/users/iagno/3.5/license.html.en )
- Contributing to User Documentation
- Contributing to translations
- Develop: Mailing lists and IRC for specific module
- Get help: Mailing lists and IRC for specific module
- Report issues: Bugzilla

We should at least sync strings to be the same (for translators using Translation Memories it saves some time) and list them somewhere. Better would be a shared page if possible (can we include/embed external pages?) in the gnome-user-help (though that would require dependencies, technically speaking).
