Menu location documentation does not mention ~/.local directory (classic mode)

http://library.gnome.org/admin/system-admin-guide/stable/menustructure-13.html.en and related documents ( http://library.gnome.org/devel/desktop-entry-spec/ ) do not mention ~/.local as the location where user-level customizations are stored. This makes it very difficult to write programs to augment menus. See also this Ubuntu forums thread which helped reveal this information. http://ubuntuforums.org/showthread.php?p=10617572
I was finally able to find this in http://library.gnome.org/devel/menu-spec/ but the other pages are what come up in forums and Google search results. Also, some user-level doc (as opposed to developer centric doc) would be helpful; I'm not developing an app that I want to create menus for; instead, I'm just a user who wants to clone/modify existing menus with new parameters.
If there is an API for duplicating menu (submenu) items or for creating menus and menuitems, that would be even better, but until there is, more complete doc would help.
