Press ' to get ´ (as in é)

Press compose then ' then a letter to place an acute accent over that letter, such as é.
At least in danish language i dont think this is correct. Why would ' become ´? On danish keyboard layout i press ´ before e to get é. So ´ is a dead key (nothing happens the first time i press it).
I know during installation of different distributions i can select and test the keyboard layout and it seem a lot of installations gives me ' where i would expect ´.
Is this because standard us keyboard layout does not have ´ so they use ' instead because it almost looks the same?
