exempt development builds from Vala's since check
requested to merge camelCaseNick/gnome-usage:camelCaseNick/build-development-dependencies into master
Development versions of Usage might use features from pre-release versions of its dependencies if their release schedules align, esp. when following GNOME's.
Vala includes a check for VAPI bindings for whether something is supposed to be available in the current version. That, however, does not work well with testing unreleased features.
This also moves the Fedora build test to the same stage is Flatpak build.
