Storage: toggle the header buttons visibility according to the view state

When the Storage page is loading (presenting the spinner), the refresh and selection-mode buttons at the header bar are already visible.

These buttons don't have any functionality until the storage content is loaded. This way, we should set their visibility according to the state of the page.
