HiDPI, Font Scaling Factor, Gnome Top Bar and Windows

Description
Created attachment 356692 Screenshot composition. Left side has 1.0 as scaling factor and right side has 0.7.
Is possible to change the Font Scaling Factor using Tweak Tool. This feature is very hand for HiDPI screens, common this days, since it make possible to reduce the font size. When user reduce the font, for example from a scaling factor of 1.0 to 0.7, the Gnome Top Bar and part of the content of applications will be scaled as well. Unfortunately, the title bar of the window will not resize.
Expected behaviour
Window title bar is resized to accommodate title.
Current behaviour
Window title bar is not resized at all for factor less than 1.0.
