sound: enable amplify above 100 percent key

Add an option to enable amplifying main volume output above 100% in a new "sound" category. Note that the sound panel is not installed yet because the new option isn't used in GNOME yet. If it was installed, you'll need gsettings-desktop-schemas 3.27 for the sound panel to display. https://bugzilla.gnome.org/show_bug.cgi?id=791276
