widgets: Fix gsettings which are loaded from non-system directories

When fixing "reset all gsettings" I inadvertently broke Gsettings which are loaded from non-system directories. Turns out this is only the "Shell theme" tweak and only when the "User Themes" extension is install from e.g.o (not as a system extension as has become common)
