Disable raise on click

Description
Enable disabling of raising windows when the user area is clicked. By default this is on but many old school unix users prefer this off as its stops the background window from popping to the front when the user just wanted to copy a piece of text from it. To pop the window to the front you can still click the title bar or click the window user area while holding the "movement key".
I have read the other discussion about these options confusing windows users so if there is demand I could stick them into an "advanced tab".
