Allow Toggle of Pressure Sentsetivity

Description

Since GNOME 3.8, the message tray and upper-left hot corner have pressure sensitivity. For some users, especially those with certain disabilities, this might make using the message tray and hot corner difficult. I think it would be good to have a feature to adjust or disable the sensitivity of each element.
