The headerbar feels a bit convoluted, I think toolbox styling would work better here. While we're at it I'd also use the exact same layout on all pages, rather than having different vertical alignment on the first page.

We could maybe try making the next button .suggested on the first page like below, but not sure it's needed.

The last page would no longer need special treatment, It'd just have a the carousel back arrow and close button.
