GTK+ no longer uses the gtk-color-scheme setting.

Radius was reduced a bit, and a minimal padding has been added
so square contents don't occlude the rounded corners.

On dark themes, the shadow has been made the same than OSD popovers
get in light themes, so dark popovers get a light shadow in all
situations.

Add transitions and make it less noisy on inactive tabs.

Now that we ignore focus padding

This interferes with the css border and padding.

GtkPopovers are menu alike widgets that are shown pointing to
a definite area. Entries and textviews define some of those
that act as OSD for certain touch operations.

This widget has been removed now.

This leads to double borders in, for example, gtk3-demo. Show-border has an effect of adding .frame class to notebook, so the very next rule re-adds the border to bordered notebooks.
