Move content of HACKING into README

This is the first draft about moving the content of HACKING into the README. To enable support for Markdown I had to rename README into README.md

I started this pull request because of the feedback from !24 (merged)

Some things are not clear yet or have to be done:

  1. Should we use Gnome-System-Monitor, System-Monitor or something else for the name?

  2. I think we should add a brief description of the System-Monitor under the title? I just didn't know what to write. Maybe we could use the repository description for this?

  3. What are we going to do with the "optional dependencies"? For the moment I just moved them under "Install needed dependencies".

  4. Is using Markdown a good idea?
