Banners: quick scaling fix for Maps

Jakub Steiner requested to merge wip/jimmac/banner-maps into master
  • scale to cover, not fit
  • the SVG is still being fuzzy scaled though. Perhaps should replace all SVGs with higher res PNGs for now.
