Description markup

Robert Ancell requested to merge robert.ancell/gnome-software:description-markup into master

This patch provides a way for plugins to indicate that app description text is formatted with Pango markup.

I'm currently working on a patch for the Snap plugin as that metadata now supports markdown. I thought I'd submit the generic part of the patch first for discussion.
