Newly installed Flatpak applications are not displayed on "Installed" tab until system reboot on Fedora Rawhide
Description of problem:
When a new application is installed using GNOME Software, it does not appear under the "Installed" tab until system is rebooted (or GS restarted). I am experiencing this issue on Fedora Silverblue Rawhide when installing Flatpak apps, so I am not sure if this also happens when installing regular (rpm/deb) packages and I unfortunately don't have any working regular Fedora Rawhide installation right now. I also tested it on my Fedora 29 machine (both rpm and Flatpak packages) and everything worked fine there, so this regression is present only on Rawhide (with GS 3.31).

How reproducible:
Every time.
Steps to Reproduce:
- Use fully updated Fedora (Silverblue) Rawhide installation.
- Add Flathub repo:
flatpak remote-add --if-not-exists flathub https://flathub.org/repo/flathub.flatpakrepo
- Install any Flatpak application.
- Switch to the "Installed" tab and see if the newly installed application is shown there.
Actual results:
New application is not displayed under the "Installed" tab until system is rebooted or GS restarted.
Expected results:
New application is displayed under the "Installed" tab.
