Unable to install flatpakref in gnome-software 3.28.0 when flathub remote already exist
What happened

Open your browser, navigate to flathub.org, find an app and click to install it

Open the resulting flatpakref in gnome-software.

Notice how the app info is correctly displayed

Try to click install, notice how now you get "cannot install source from https://dl.flathub.org/repo/: flatpak source flathub already exists"
This is opening the flatpakref in gnome-software when running verbose https://pastebin.ubuntu.com/p/hrXDwfMx4Q/
This is clicking install and the message appearing https://pastebin.ubuntu.com/p/ZtQbMz7422/
Note that I had the flathub repo already configured before trying to install the app.
Note: This worked once, then failed multiple times after that :-)
I have the following versions installed and restarted the machine after updates to ensure the service was restarted.
