Installating gnome-shell extensions doesn't work

Description
Using gnome-software 3.25.4 on Ubuntu
- open the GNOME overview
- type "tomboy"
- select the gnome-software "gnote/tomboy integration" icon
-> it opens in gnome-software
-
click on "install"
-
there is a shell prompt to ask if you want to allow the extension to be installed from e.g.o
-
click "allow"
the screen goes back to gnome-software, the page still has an "install" button, looking into gnome-tweak-tools the extension isn't listed so it seems it didn't get installed?
