Refresh updates should not be visibly split into two stages

Description
Created attachment 280011 screencast of updates refresh
- Visit the updates page
- If gnome-software starts "looking for new updates," wait for it to finish.
- Click the refresh button
Now the refresh action will be split into two stages:
- The user can continue browsing existing updates while the spinner runs next to the Stop button.
- All updates are cleared and the user has to wait while "Checking for updates" is displayed
Either (1) or (2) should be skipped. Otherwise, the user is left wondering what Software was doing during stage (1) if it seemingly didn't start checking for updates until halfway through.
(I took this screencast with the patch from bug #732527 applied, but that patch does not introduce this issue.)
