updates monitor: Don't skip automatic updates that require new permissions

This is a workaround for 3.34.x to avoid holding back updates to any apps that require new permissions, as per aday's guidance.

For master, this is fixed in a better way (!329 (closed)) where we show a shell notification that tells the user that they need to review apps that need new permissions.
