gs-os-update-page: Port update rows to AdwActionRow

Also:

  • Show the update version as an AdwActionRow:subtitle, which makes GsOsUpdatePage to properly adapt to small screen devices
  • Add an arrow at the end of the row to indicate that it will open a subpage
  • Remove the hack to force Orca read the "Critical update" tooltip, as it's incompatible with AdwActionRow. This will be fixed with a future append_to_relation GTK API.
  • Use header capitalization in the "Critical update" tooltip
