Backport !1756 “gs-update-monitor: Correct notification withdraw for historical updates” to gnome-44

The historical updates use "offline-updates", not "updates-available", thus fix which notification is withdrawn when checking historical updates.

Trivial backport of !1756 (merged) to gnome-44.
