Backport !1687 “gs-update-monitor: Asks for cached updates every hour” to gnome-44

The check-timestamp is used to know when had been checked for new updates the last time, aka when refreshing the local cache, but when the automatic updates are off, the check-timestamp is not updated, which means the update monitor asks for the locally known updates every hour, which is meaningless.
