Add an Overlay dialog containing the keyboard shortcuts for navigating in the application

The new dialog presents users with the different shortcuts associated with the screens to navigate in the application.

It includes adding the new menu item named 'Keyboard Shortcuts' in primary_menu and associate the GAction to for creating the new dialog.
