Draft: shell: Add "Search" label to search button

Search is a core function of GNOME Software, but its current presentation – a magnifying glass icon in the top-left corner – is often overlooked. This has come up in several usability studies that Endless has run in the past few months.

One option discussed on #986 and Teams/Design/os-mockups#195 is to move the search field into the Explore page and have it always visible.

While that is under discussion, we can make a more conservative change: adding a "Search" label beside the magnifying glass icon. This is consistent with the other 3 modes on the headerbar having both a label and an icon.
