Misc: Port to libsoup3

This is a conditional port, allows to build either with libsoup3 or with libsoup2. Which had been used is indicated in the gnome-software.pc variable soupapiversion.

This is a draft only because waiting for the flatpak to be ported as well. That's at least one of the dependencies I noticed using libsoup.
