Software doesn't search & install required platform from a .flatpak file that was generated with --runtime-repo

Steps to reproduce

Create a flatpak bundle with --runtime-repo and then try to install it in a system withouth the runtime installed. GNOME Software doesn't search & install it.

Expected behaviour

Doing flatpak install in the CLI works properly and installs the necessary platform, adding the required repository.
