gs-shell: Skip refresh on start when download-updates is set to false

Description

Hi, I think this is regression in >=2.23.x, I have: org.gnome.software download-updates set to false Search provider is also disabled.

Every time I boot my system, gnome-software is running in the background, and packagekit is also running with open connections downloading something (most likely repo metadata).

I like to have control over this, before setting org.gnome.software download-updates to false did the trick, now it seems it doesn't anymore. I'm not sure how to provide you with more information, if you have any way to get some debug info, please let me know.

Maybe I'm not perfect example here, but having slow internet connection (I know it's 2017, but hey it is what it is) 1M download + fedora repo metadata taking up to 50+M (especially in pre-release phase when base repo changes), this slows down regular dnf update, or I need to kill it (not sure what is the proper way to stop packagekit without risk of "damage" to its metadata/db (I don't know what it uses)).

Software versions used (running fedora 26):

  • gnome-software-3.24.3-1.fc26.x86_64
  • PackageKit-1.1.6-1.fc26.x86_64
