Fedora 3rd party repos updates for F35
For Fedora 35, Fedora is changing how its 3rd party repos work. The background is in fedora-workstation#105 and the code for the new tooling can be found at fedora-third-party.
gnome-initial-setup is being updated to use the new logic in gnome-initial-setup!121 (merged) . Software will also need to be updated: the info bar and repo preferences will need to change how repo enablement/disablement work, and will need to use the new tool.
