packagekit: Recognize urgent updates
We've learned there was a misunderstanding in #947 (closed) regarding the definition of "urgent" updates. In Fedora Workstation, we have a requirement that only updates marked Urgent in bodhi should be considered as urgent for the purposes of defining when to prepare updates in #947 (closed). However, the implementation in GNOME Software considers any Important or Security update to be urgent. This doesn't work for Fedora because we have security updates every day or two, which defeats the point of having designed a delay to the updates in #947 (closed). Most security updates are simply not so urgent that they must be fixed immediately. Security updates that are so urgent that we have to stop everything and prompt the user to reboot to install updates should simply be marked urgent in bodhi.
I don't know whether this change is actually suitable for upstream or not -- e.g. distributions with fewer security updates than Fedora might very likely want them to be installed immediately -- but I was asked to report this upstream in our downstream ticket.
