WIP: Improve extension disabled warning

Benjamin Berg requested to merge benzea/systemd-user-units-with-extension-warning into main

On wayland we cannot warn the user if extensions have been disabled. Also, recovery is complicated, as we don't expose the setting to the user in an easy way.

To reduce the issue, improve the extension-prefs UI and start it automatically when extensions were disabled on the last session.
