High contrast has two different contrasts icons

Bug summary
When working with Accessibility menu I noticed there are two different setting for contrast depending on order of click in gnome shell, as per video.
Steps to reproduce
- Have Universal Access enabled.
- Have Firefox in Favorite applications.
- Click on Accessibility menu on gnome top panel.
- Enable High Contrast.
- Open overview and note the icon of Firefox.
- Disable High Contrast while in overview.
- Enable High Contrast while in overview.
What happened
There are two contrasts icons.

Single contrast icon.
