deadkeys don't work on login and lock screens

Bug summary
Since the update to gnome 3.36 (and previously in 3.28.0, but not in the version between) entering characters that require a deadkey does not work - the deadkey appears to be ignored.
I reported the bug when it originally occured in 3.28 at https://bugs.archlinux.org/task/57980. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=893567 reported on Debian by someone else might be related.
Steps to reproduce
- select any keyboard layout that does not include "no dead keys" - "German (Austria)" in my case
- lock the screen
- try to enter a combined character in the password field
