'Change workspace' keypresses leak to underlying application windows
On F31 beta, updating nightly, no extensions or modifications as yet. Desktop set up with 'focus on hover' and four static, vertically stacked workspaces via the tweak tool and 'Ctrl-up' and 'Ctrl-down' as the hotkeys to move up and down a workspace via keyboard shortcuts. This is the same setup I'd used in previous Fedora releases without trouble (focus on hover had a different name, but same behavior).
When using Ctrl-Up and Ctrl-Down, those keypresses are being delivered to the application window under the mouse pointer. Eg, if I Ctrl-down to a workspace with an open, full-screen firefox, the firefox then scrolls to the end of the page. If I similarly move to a workspace with the pointer over a terminal or XTerm, a control sequence appears in the buffer.
The behavior is not 100% deterministic -- the keypresses seem to be delivered about 70% of the time.
