Low frame rate when opening/closing the app launcher and the Activity view
Summary
GNOME on Xorg and GNOME on Wayland have low animation frame rates (<20 fps).
Description
Moving windows around and using the launcher results in stuttering in both GNOME on Xorg and GNOME on Wayland. Hardware acceleration seems to work, I tested it with games and videos and there is no problem with that.
I'll attach a screen recording (took on X11) to clarify:
If it can be helpful this issue is not present when using the following desktop environments, as they run perfectly:
- Metacity (Flashback)
- Weston
- i3
- KDE Plasma on X11
- KDE Plasma on Wayland

Expected behavior
The desktop runs smoothly with a high frame rate (~60 fps).
Steps to recreate
- Boot
- Login in a GNOME on Xorg or GNOME on Wayland session
- Move windows around or use the launcher

I'm running GNOME 3.32.1 on Intel Clear Linux 29130 but I confirm the issue is present on Fedora 30 Beta too.
Hardware
The laptop I'm using is a Chuwi LapBook 12.3 with the following specs:
- CPU Intel Celeron N3450
- GPU Intel HD Graphics 500
- RAM 6GB
- Display resolution 2736 x 1824 pixels
