WIP: Gesture updates for new gesture tracker

Update the touch gestures of the shell to use the updated ClutterGestureAction from mutter!424 (closed).

The improvements this allows are a rewritten AppSwitchAction that should be more reliable and a much improved edgeDragAction with support for replaying unhandled events and activating the action before the touch is ended.

Marked as WIP because the gesture tracker is being slightly changed one more time.
