data: Add X-GNOME-Utilities.directory file from gnome-menus

Pablo Correa Gomez requested to merge pabloyoyoista/gnome-shell:utilities-name into main

This is necessary so that the Utilities directory appears translated in one's language, instead of X-GNOME-Utilities.directory

@verdre since we discussed this last time we met 😄

There is possibly another way to do this, which is considering translatable the hard-coded name in DEFAULT_DIRECTORIES in js/ui/appDisplay.js. But that will break GNOME Menus, if this project is still used to support it.
