status/system: Indicate "battery health" status

Florian Müllner requested to merge fmuellner/gnome-shell:battery-health into main

"Preserve battery health" is a new feature which limits battery charging in order to increase battery longevity.

It would be easy for someone to enable this feature and then subsequently forget about it, so add a small indicator to the power toggle that is shown when "preserve battery health" is enabled in Settings.
