Add extensionUtils unit test

Florian Müllner requested to merge fmuellner/gnome-shell:extension-utils-test into main

I had this on a local branch since the time I was working on porting unit tests to jasmine. That landed a while ago, so opening a MR before I forget about the branch again :)
