IIUC this affects cases like Firefox nightly - or rather would have, since till now it only affected Wayland, which is finally the default. So yeah, this will likely help Wayland adoption.

Sure, I haven't claimed that it wouldn't affect any apps, just that 10 years is plenty of time for including a small text file (in a format that has been standardized for two decades) and make sure that the app-id/wm_class matches its name.
Fallback apps are subtly broken in quite a few ways (pinning, grouping in alt-tab/dash, app name). A crappier icon just makes broken apps look more broken
