workspace: Fix tab-key nav of windows

Fix the tab-key navigation of workspace windows in the overview #5345.

Also fix a minor bug in which tab and arrow keys navigate to windows in neighbouring workspaces.

NB: I have tested these changes as an extension in GNOME OS Nightly. I have not built gnome-shell.
