status/bluetooth: Add device menu

Florian Müllner requested to merge fmuellner/gnome-shell:bt-menu into main

The new quick toggle gives us a good place for exposing connected and connectable devices. This was part of the original mockups, but didn't make the cut for GNOME 43 due to time constraints.

Marking as draft because

  • the exact menu behavior hasn't been defined, so needs design review
  • it has been flaky in my testing, and I'm not sure whether it's toolbx, my hardware or the code
