status/network: Do not disable on login screen

Florian Müllner requested to merge fmuellner/gnome-shell:gdm-networking into master

There are some (fringe) use cases for activating network connections from the login screen, so keep those items active while

  • still allowing admins to disable them again (i.e. restore the current behavior)
  • disable anything that pops up a window (modem connections, enterprise wpa)
